Østfold Avfallssortering IKS (ØAS) needs to procure assistance for an assignment to formulate a strategy and plan for communication aimed at the inhabitants in ØAS's region.
Fredrikstad, Sarpsborg, Halden, Rakkestad, Hvaler, Moss, Råde, Våler, Vestby, Indre Østfold, Mysen and Skiptvedt Municipalities will jointly construct a sorting facility for residual waste from households. The facility is being planned and is expected to be completed at the turn of the year 2024/2025. Until the start-up of the sorting facility, the municipalities must harmonise their collection services (identical source sorting) for their inhabitants, and the process will take place parallel to the construction of the sorting facility. The process consists of, amongst other things, rolling out new waste containers/changing the use of existing containers, labelling containers, changing collection routes, and new collection days. Before the new system is taken into use, and before the inhabitants get the new containers, information must be provided on what will happen. We would like this to be done in a coordinated and harmonised way.
The aim of the communication work is to inform inhabitants so that identical residual waste is achieved, so that ØAS can optimise the process and achieve higher output, better quality and amount of sorted waste, which can be recycled into new products. Inhabitants will have one and the same system at home, work, school, and nursery. Identical and harmonised information will increase the trust of inhabitants and hopefully increase support for source sorting, and finally increase the degree of sorting and material recycling share.
The assignment - the contract - will consist of making and developing a strategy and plan for this, in cooperation and consultation with the contracting authority. Unless there are delays on the contracting authority's side, the assignment must be completed and ready in the last quarter of 2022.
As an option (called option 1), the contracting authority can choose to expand the assignment to include assistance with the implementation of the planned communication work (the plan/strategy) that has been developed. If the option is taken up, a communication campaign based on the plan/strategy will be rolled out, which must be ready and completed in the last quarter of 2023.
As a further option (called option 2), the contracting authority can choose to procure other similar communication services, as agreed with the tenderer.
