The contract was made under the agreement for grouping orders relating to purchases in the field of computer and telecommunications for the services of the City of Saint-Étienne, the CCAS and Saint-Étienne Métropole.

The City of Saint-Étienne is designated as coordinator of the grouping of orders: it is responsible for organising all public procurement procedures operations covered by the grouping. It undertakes to sign and notify the contracts.

The financial execution will be ensured by each member of the grouping. This open tender is subject to the provisions of Articles R. 2124-2 1º and R. 2161-2 to R. 2161-5 of the Public Order Code. The benefits will be the subject of a framework agreement to order forms without minimum or maximum pursuant to articles R. 2162-2 paragraph 2, R. 2162-4 3º and R. 2162-13 to R. 2162-14 of the Public Order Code.

Provide computer links in central point mode to multipoint as well as internet access on the same physical link.

Providing Wi-Fi access to the various entities, distributed internet access and telephony services, among others.

Provide internet links for sites not connected to the shared IS or for single-user access via IPSEC tunnel.

Management and creation of internet domain names.
