The objective of the contract is the supply and update of data for the requirements and taxes sections of the European Commission's Trade Helpdesk website and databank. The data delivered should give a full range of up-to-date general and product-specific EU requirements (Lot 1) and MS taxes and excise duties (Lot 2) for all products of the tariff schedule.
The tenderer will need to supply and update data for the requirements section of the Trade Helpdesk website. The section contains an overview of import procedures at EU and Member State levels, general import requirements applicable to all products, the specific requirements at EU and Member State levels whenever applicable to specific goods listed in the tariff schedule. It also includes the relevant competent authorities in the 28 EU Member States in charge of import procedures and product-specific questions related to imported and marketed goods in the country. Throughout the contracting period the contractor might be requested to compile additional information concerning EU market access for third country exporters and/or information relevant for EU importers, e.g. a list of banned products in MS markets, explanatory sheets for product-specific legislation, e.g. the labelling provisions for certain product groups, or produce practical information on how to import certain products into the the EU.
The tenderer will need to supply and update data in the taxes section of the Trade Helpdesk website. The section contains overviews of internal taxation at EU and at Member state level. It provides the internal tax rates for each of the 28 EU Member States for each product listed in the tariff schedule and additional information on when these rates apply (footnotes). It also includes the contact details of the competent authorities in each EU Member State and VAT and excise-related specificities in each EU Member state.
