The Education Alliance are establishing a framework of consultants for professional services in construction and premises contracts within the Scotland. The framework will cover projects including, but is not limited to, new builds, extensions, refurbishments, housing builds, multi-complex builds, works covering the railway industry, infrastructure projects, etc. The procurement will be a single stage process following the Public Contract Regulations 2015 open procedure. The framework agreement will be established for a period of 3 years from April 2024, with the option to extend for a further period of 1 year, at the discretion of the contracting authority and subject to satisfactory performance. The framework will be split in to 4 separate lots, which will operate with a maximum of 3 consultants for lot 1, and for lots 2 to 4, a maximum of 9 consultants per region per lot. This framework agreement is being advertised and tendered, so it can be utilised by all Public-sector bodies.
This lot is for the provision of a complete services solution, which allows for the provision of anything from a single service to full multi-disciplinary service solution. There will be a maximum of 3 consultant organisations appointed to this lot.
For the provision of Fire Engineering – EWS1 and FRAEW Surveys Services. Accreditations maybe required from the Client Organisation within the Further Competition requirement, for example EWS1 Certificate. Consultants will be able to bring in supply chain partners to help deliver the requirements for Client Organisation and act as a single point of contact for the Client Organisation. The full project requirements and scope would be agreed through the Direct Award or Further Competition Process.
For the provision of Asbestos Consultancy Services. Accreditations maybe required from the Client Organisation within the Further Competition requirement, for example P401 - Identification of Asbestos in Bulk Samples (PLM). Consultants will be able to bring in supply chain partners to help deliver the requirements for Client Organisation and act as a single point of contact for the Client Organisation. For the provision of Water Consultancy including Legionella Monitoring Services. Accreditations maybe required from the Client Organisation within the Further Competition requirement, for example Membership to (FWA) The Future Water Association. Consultants will be able to bring in supply chain partners to help deliver the requirements for Client Organisation and act as a single point of contact for the Client Organisation.
