"Framework Agreement on Advice on Public Procurement", Lot 2: IT Law, Data Protection, Copyright and Media Issues as well as Marketing

The NRW. BANK regularly requires advice on public procurement law in the context of its procurement activities on the market. The consultancy service is divided into four lots; the lots will be announced separately throughout Europe in October 2023, slightly staggered in time. Bidders may submit bids for several or all lots; there is no limitation on the number of lots for which individual bidders are awarded the contract.

For each lot, one economic operator becomes the contracting party. A breakdown of the public procurement law advice into lots follows the special experience with regard to tenders for the following subject areas or services related to (there is no primary advice in these areas of law):

Lot 1: Topics related to (promotional) banks, banking supervision, capital markets and related areas

Lot 2: IT Law, Data Protection, Copyright and Media Issues as well as Marketing

Lot 3: Human Resources/Management Consultancy Services, Employment Law and Pensions, and Related Areas

Lot 4: Public procurement law support for the Internal Services department (technical and infrastructural building management, business services, logistics, etc.)

The subject of this tender is a public contract for a framework agreement on "legal advice and public procurement advice" with an economic operator within Lot 2: IT law, data protection, copyright and media issues as well as marketing (no primary advice in these areas of law).

The framework agreement does not give rise to any entitlement on the part of the contractor to call for a certain annual quantity; there is also no minimum purchase obligation on the part of NRW. BANK.

Auftragswerte:

The estimated purchase volume for all lots amounts to approximately EUR 3 million net over the maximum contract period of six years (non-binding estimate for the services to be provided under the framework agreement).

The binding maximum purchase limit over the maximum contract period of six years is EUR 4 million net (binding maximum value for the services to be provided in accordance with the framework agreement).

Due to the redesign of the lots, a non-binding total contract value of EUR 1,100,000 net is assumed for Lot 2, the binding maximum value here is EUR 1,600,000 net.

For technical reasons, the individual lots are set up in their own project rooms in the procurement marketplace.
