By means of this tender, the contracting authority wishes to legally conclude a framework agreement with one (1) service provider (intermediary function) for the mediation of travel (air and / or international train tickets) and (hotel) accommodations for employees of ZIN.

Expenditure on business travel and (hotel) accommodations in the Netherlands and abroad (including expenditure on intermediary services) was estimated at EUR 180,000 including VAT for the year 2019. The total estimated value of this agreement is therefore 720,000. EUR including VAT.

The contracting authority considers 2019 to be representative of the coming period, subject to developments with regard to COVID-19 or similar pandemics in the future. This concerns approximately 120 international train journeys, 100 flights (of which more than 90% within Europe, of which eighty individual flights and five group bookings of approximately four people per group booking) and 300 (hotel) overnight stays.

A framework agreement was chosen because the final scope of the contract cannot be determined. The expected start date of the framework agreement is 1.1.2021.

The contracting authority also intends to conclude an agreement with the next best tenderer (based on the best price-quality ratio), a so-called waiting room agreement.
