The Cyber Engineer School at the Norwegian Defence University College (FHS) needs to procure telecommunication trainers (boards), fibre-optical boards including workstation (bases) and software - see the tender documentation for further details on the procurement. The boards will be used for teaching purposes for students at FHS for laboratory exercises in introductory engineering subjects: Mathematics, physics, and technical subjects.
In order to cover the students' needs at FHS, the contracting authority needs the following:
Hardware (the overview is not exhaustive - see the tender documentation):
- Workstations (bases including electricity supply and necessary accessories such as cables) - 25 pcs.
- Communication boards - 25 pcs.
- Fibre-optical boards - 3 pcs or 25 pcs (see the tender documentation for detailed information).
Software:
There is also a need for software with an interactive interface and desktop with 'soft front panels', interface for programming for lab view, and text-based programming.

The objective of the procurement:
The communication boards will give students the opportunity to make connections between different units in order to set up different telecommunication functions (e.g., a radio receiver).
The boards sit in a base (e.g., as a plug-in board) or make up an integrated part of the base, and include a number of instruments such as an oscilloscope and signal generator - see the requirements specification for detailed information on the contracting authority's requirements for the products.
The students will get the displays for the measuring instruments on their computeres when they connect to the communication board/trainer. In this way they can learn different technologies and what happens when they make adjustments to different parameters or move the connections.
The fibre-optical boards will cover FHS' need for optical communication, which will give students training in other technologies than the area of use for the communication boards.
The above-mentioned products will, together, be used in teaching environments, and will give students the possibility to experiment with different technologies during laboratory exercises at FHS.
Total financial limit/estimate:
The contracting authority estimates that the total contract value will be between NOK 1.8 million and NOK 3 million.

Duration of the contract:
The contract will be valid from when it is signed until the products are delivered in accordance with the procurement contract including the guarantee period.
The contract will have a guarantee period of 12 months. (1 year) The contract duration is therefore set to 12 months. The contract can have a longer duration if the chosen tenderer provides a longer guarantee period than the minimum period stated in the contract.
The duration is subject to being longer than 12 months, as the tenderer's guarantee period typically starts from the procurement date. It can be a while before the contracting authority issues a purchase order, which involves a purchase obligation for the contracting authority under this contract, so that the guarantee period will typically apply from when the purchase order is issued.
