This assignment is for engineering design services for the new ‘Physical all activity centre — FYSAK’ in the existing building, title no 154, cadastral no 126, Øvre Fyllingsveien 35.
The property is regulated for business/industry. The Agency for Development has engaged a separate planning consultant to have the regulation purpose changed to sports.
The property has 2 buildings:
— the main building, from 1983 with 1 090 m², was originally a workshop and warehouse building. This is currently used as stores/workshop for Hjelpemiddelsentralen. This appears as a solid construction, with columns, beams and concrete covers, which make the building relatively flexible for alterations. The building has had normal maintenance;
— the additional building is a store/garage of approximately 450 m² from 1942, which has a large maintenance backlog.
It is a prerequisite that both buildings are renovated and included in FYSAK.
New Activity Centre in accordance with the FYSAK Model. Short description from Sports Service:
— the realisation of Fysak Melkeplassen is being planned, the aim is that children and youths in the Laksevåg district shall have an activity centre in their local environment that is based on physical activity. Fysak all activity centre is currently run at Slettebakken with great success and the experience from here shall be used to build an activity environment at Melkeplassen.
Sports Service sees new needs for activity initiatives and will largely bring creative new thinking on physical activity. In order to meet some of the needs, Sports Service will facilitate finding an alternative to the commercial offers and for those who do not fit into traditionally organised sports. The building shall allow creativity and facilitate users to explore and run a broad spectrum of physical activity.
Fysak Melkeplassen will have particular focus on exciting and non-traditional activities for children and youths. There is also an aim that this shall be an activity centre that facilitates activities for elderly persons as well as groups with special needs.
The alteration to Øvre Fyllingsvei 35 from offices/warehouse to an activity centre at Melkeplassen will meant that it will be a centre for all of west Bergen and Laksevåg/Fyllingsdalen. The garage building will also be a part of the sports centre.
The alteration will consist of the demolition of some existing internal walls and room dividers. New room dividers are to be designed. Changing rooms, different activity halls, duty room/office, WC and stairs/possibly a lift must be established. Decisions must be made on the materials for all surfaces. Upgrading facades, doors, windows, as well as the entrance area. The ventilation must be altered/adapted.
Universal design of the building.
A new access zone, with universal design, is to be established in connection with the stairway in the south gable, where there must also be an option for establishing a lift.
Activities.
Skateboard hall/BMX, different training halls for dance, parcour, tricking, indoor bandy, table tennis, martial arts, sumba, aerobics, open hall/jumping mat etc.
Existing old garage.
The southernmost of the 4 rooms has been partly renovated and ventilation has been installed here. It requires surface treatment and can be used for storage. The 3 southernmost garages can be merged and used as a skateboarding hall.
Outside areas between the main building and garage are to be used as an activity areas, e.g. sand-volley ball, parcour etc.
