The Sami Parliament nutrition section would like to invite for suppliers to submit bids for a framework agreement for external assistance to establish training and development for businesses in Sami areas.

The assistance shall be given to start-ups and established businesses in the Saami areas in the Trøndelag counties and Northern Norway.

The Sami Parliament nutrition section wishes to enter into a framework agreement with three suppliers.

The framework agreements time frame will be for a duration of 4 years with a start up on January 1st, 2014. The estimated total value for the entire period of the agreement is 8,000,000 Norwegian kroner ex. VAT.

The external assistance shall cover the following services:

1 Entrepreneur training:

The target audience will be:

— Entrepreneurs who have received start-up grants/subsidies from the Sami Parliament,

— Other people who plan to establish their own business or are about to start up their own business.

The aim of the entrepreneur training will to provide participants with insight into how to develop a business idea to the establishment of a viable business.

The training shall address topics that affect the business idea and business plan, business organization, markets and market adaptation, business administration, budgeting and accounting, taxes and fees.

2 Development measures for companies:

The target audience will be:

— Companies that have received grants from the Sami Parliament,

— Other companies who want to develop their business.

The aim of the initiative will be to provide participants with insight into whether their business has the potential to increase profitability and how it can be achieved.

The initiative will deal with topics that affects the adaptation and innovation, business development, network formation,markets and market adaptation, business administration, budgeting and accounting.

In common with both initiatives:

The completion shall take the form of sessions and individual guidance either during or between sessions. The sessions and individual guidance in Finnmark shall in addition to being in Norwegian as well as implemented in Northern Sami language.

There must be at least 12 registered participants at the commencement of each project.

Participants should expect a deductible as determined by each individual project and travel expenses shall be covered by the suppliers.
