The contract covers the provision of one or more geomatician profiles (geo-ICT expert in the knowledge and technical implementation of the INSPIRE directive).
This contract concerns the provision of geomatician services for the technical implementation of Directive 2007/2 / EC INSPIRE and in support of the mission of the IGN described in Article 11 of the Law of 15.12.2011 transposing the Directive. The profiles sought are aimed at providing more specific Geo-TIC technical expertise in the various fields covering the INSPIRE directive, namely:
- geographic data and associated networked services conforming to INSPIRE,
- finding solutions and developing processes to make geographic data compliant with INSPIRE.
The expert will collaborate on the following tasks:
1) provide consultancy and technical advice on the implementation of the INSPIRE Directive in order to:
- to assist in the understanding of the INSPIRE data specifications with federal partners specifically for Annexes II and III and the use of the transformation tools,
- to assist in the analysis of available data sets for processing according to INSPIRE specifications,
- to help with the use of validation tools and the understanding of validation results.
2) knowledge transfer:
- provide seminars and training according to the needs of the partners,
- develop technical guides adapted to the specificities of the federal government.
3) communication and engagement of external communities: to contribute to the promotion and awareness of the federal platform to other communities (outside the area of geographic information) and potential users by communicating what has been done , what is available and how to use the INSPIRE data;
4) contribute to data transformation and validation procedures according to INSPIRE specifications;
5) propose alternative data and encoding models that facilitate or enhance the use of INSPIRE data for specific uses desired by users.
