The contracting authority is SWEG Südwestdeutsche Landesverkehrs-GmbH (SWEG for short, hereinafter also referred to as the contracting authority or client1), a company which operates bus transport in urban and intercity transport as well as rail freight and local rail passenger transport in Baden-Württemberg and partly adjacent areas. The head office is located in Lahr / Black Forest. The shareholders of SWEG are the state of Baden-Württemberg (95 percent) as well as the district of Sigmaringen and the Zollernalb district (2.5 percent each).

SWEG intends to conclude a supply contract for traction current (green electricity) in DB Energie's 16.7 Hz traction power grid in Germany. The procurement period begins on 10.12.2023 for the year 2024 and for the year 2025.

The subject of the tender is the supply of green electricity to rail operations in transport network 8 (Ortenau).

In addition to the supply of electricity in full supply, the contract also includes services, including the preparation of invoice data in a special format (by arrangement), the daily calculation of demand every 15 minutes and the settlement of electricity tax. As a procurement model, a full supply contract with procurement via spot and futures market is sought.
