Service market: Rue de la Flèche 5-7, rue du Frontispice 29, 39, 1000 Brussels.
The purpose of this contract is the appointment of a multidisciplinary team responsible for the studies and monitoring of the execution for the energy renovation of a multi-family housing building located rue de la Flèche 5-7 and rue du Frontispice 29 in 39 in 1000 Brussels.
Comment: This mission concerns the overall energy renovation of a 153-unit building located in the North District.
This ensemble, which massively displays the stigmata specific to the architecture of an era in the northern district with its typical expression, no longer meets current standards of comfort and safety.
The main objective of this mission is to reconcile this ensemble with contemporary urban issues.
The environmental ambition in terms of rational use of energy is to be developed in an approach combining sobriety and efficiency in perfect balance with the fundamental principles of sustainable development in a logic of circularity.
Taking into account the overall objectives, the major interventions focus on:
The envelope
Whose sealing and insulation defects require replacement, implying a potential for redefinition of it in terms of limits to extend the reflection:
at the level of the spatiality of the apartments and its relations with the outside; Relationship of the base with its upper part and its immediate surroundings.
in terms of architectural expression
The site
The building is located on a larger plot that is part of the scope of studies, involving a redefinition of landscaped spaces with the integration of water management.
Techniques
The partial renovation of the techniques undertaken needs to be linked to the new limited needs defined by the new efficient envelope (taking into account a possible phasing in order to defer intervention costs.)
The maximization of "clean" energies is in the evolving regulatory context is to be integrated.
Renovation of elevators

The integration of constraints in terms of fire safety.
The interventions are not limiting but must take into account the constraint related to the continuity of tenure of housing.
This contract covers a complete study mission including all the necessary missions from the design to the monitoring of the execution and may therefore vary according to the concept of the project and includes at least:
A complete architectural mission;
A complete engineering mission in stability;
A complete engineering mission of special building techniques (HVAC, sanitary, electricity);
A complete mission as an EPB Advisor;
A complete landscape study mission;
A complete acoustic mission.
A surveyor's mission (if applicable);
The mission of health safety coordination is not included in this contract and is carried out by the successful bidder of the Régie Foncière. The tenderer will send the latter the elements necessary for its mission in relation to the project.
Contract value
The contract is based on an estimated lump sum of EUR 2,100,000.00 excluding VAT.
It is specified that the tenderer is responsible for the budget and its respect throughout its mission.
