Planning, construction and commissioning of the compost and energy plant Cröbern (KEA):

- Lot 1 fermentation / rotting;

- Lot 2 outdoor facilities.

Fermentation / rotting

The subject of this tender is a complete, brand-new, functional and ready-to-operate system (only main fermentation / rotting / processing technology) for combined energy and material recycling for bio-waste collected separately from households. The fermentation should be carried out as a discontinuous dry fermentation in rectangular fermenter tunnels, the sanitation and intensive rotting of the digested solid fermentation residues should be carried out as closed, aerated composting.

The tender for the fermentation and rotting parts of the fermentation plant is carried out as a functional tender. The design of the units and the functionality of the scope of delivery and services are therefore entirely the responsibility of the bidder.

The service to be offered includes design, factory planning, delivery, construction and assembly, construction supervision, commissioning, trial operation including the provision of the necessary supervisory, acceptance and assembly personnel, documentation, fault-free handover to the AG and instruction of the AG's operating personnel.

For the fermentation and rotting part of a fermentation plant with an annual throughput of 42,000 Mg.

Open systems / ground lines

The subject of this tender is selected construction work in the field of outdoor facilities in connection with the construction of a fermentation plant.

The service to be offered includes:

- planning and construction management;

- construction site equipment;

- dismantling and demolition work;

- earthworks;

- Soil improvement according to Statics (vibrating columns);

- Outdoor foundations for containers and aggregates;

- road construction and reinforced concrete construction work as well;

- Pipeline construction (including for rain, dirty, drinking and extinguishing water).

The construction work takes place on the existing site of the WEV, so that the requirements of the WEV (e.g. maintenance of the MBA plant operation) must always be taken into account. The nature of the services advertised here (earthworks, land construction) results in a large number of interfaces to the inventory of the WEV (roads, green areas, etc.) and to the separately advertised construction of the fermentation plant. The contractor of lot 2 must take into account the multitude of different interfaces when preparing the offer. To plan, coordinate and carry out corresponding work.

The tender for the fermentation and rotting part of the fermentation plant takes place as a functional tender in lot 1. The design of the aggregates and the functionality of the scope of delivery and services are therefore the joint responsibility of the bidder for lot 1. The construction work for lot 1 is carried out in parallel with the provision of services advertised here by lot 2, so that coordination and coordination efforts (e.g. when using infrastructure, access to the construction site, etc.) can be assumed. Interruptions and restrictions in the space available are to be taken into account.

The necessary coordination of the interfaces between lot 1 and lot 2 in the course of the plant planning must be carried out independently between the respective bidders. This applies in particular to the container foundations that are provided for percolate fermenters, storage containers for liquid fermentation residues, sulfuric acid and ammonium sulfate. Contractor Lot 2 is responsible for the procurement of the necessary information (eg details on the load entry of the containers (scope of services Lot 1) in foundations and soil improvement (service component Lot 2). The same applies to the interfaces:

- to existing areas in the portfolio;

- for lines, their location and course in the course of the work planning of lot 1.

Can be changed and thus ultimately deviate from the present tender documents.

The AG is to be continuously informed about the coordination regarding the interfaces.
