The Department for International Development (DFID Ethiopia) commissioned work for its Girl Effect Programme, in partnership with the Ethiopian Federal Ministry of Health and other stakeholders. The scope of work is 2-fold: 1. To co-design with the Government of Ethiopia, Girl Effect and other stakeholders, an implementation strategy and plan for a nationwide safe spaces programme for adolescent girls aged 11-14 years old. Phase 1 of the programme will be in Amhara and Oromia, gradually expanding nationally. 2. To implement Phase 1 of the programme working with the Government of Ethiopia and set in place a sustainability plan for the implementation of the scale up (Phase 2 onwards), which is expected to be wholly led and managed by the Government. The programme is based on proven best practices, existing clubs/safe space mapping research in Ethiopia, and extensive stakeholder consultations at different levels, including with adolescent girls in the target regions.
