The scope of the contract includes the acquisition, supply and implementation of the platform as well as its accommodation and maintenance to guarantee an optimal quality of the services described in the Specification of technical prescriptions and enhance the digital relationship with citizens. It is also necessary to include in the scope of the contract the implementation plan of the project, the relevant training actions for good change management and acquire the technical and functional knowledge necessary for the use of the platform by the staff of the City Council and the return and contingency plans.
The object of the contract is part of the Project "Mollet Multichannel Office, cod BDNS: 593382, with funding from resources from the Recovery, Transformation and Resilience Plan (PRTR), NextGenerationEU Fund.
The City Council of Mollet del Vallès wants to make a firm commitment to a new model of digital relationship with citizens. That is why it is necessary to reformulate the space for interaction with people and orient its service delivery model towards intelligent management, that is, the sustainable management of resources in use of new technologies to involve the various agents of society to obtain synergies that strengthen the process of constant improvement in the provision of public services.
To carry out this project it is necessary to replace the current systems, web portals, and applications that technologically are not prepared to meet the new needs such as data management, the incorporation of modeling functionalities of procedures and services, the integrity of publication records and electronic evidence, the control of the availability of content, the mobile-frist design strategy for an adaptation to the visualization on mobile devices and that do not allow to give the desired quality of services. In addition, the change is necessary so that they comply with current regulations.
