The purpose of the framework agreements is to cover the Contracting Authority's need for sufficient capacity and specialised expertise in 5G and mobile technology to carry out the preliminary project for a new emergency network in various areas of mobile technology and technical solutions for mission-critical services (MCX), and to ensure continuity throughout the preliminary project, procurement and execution.
The assistance includes consultancy services to help specify requirements and assess solutions in various areas for the new emergency network. There is a need for solid expertise and experience in an end-to-end perspective. The assistance includes the following (not exhaustive):
Describe and evaluate alternative technical solutions
Design requirements/solution descriptions
Participate in procurement processes
Contribute to documentation, testing and implementation processes
The agreement covers consultancy services within several telecom areas:
Subject area A: Mobile core networks, specifically in 4G and 5G
Subject area B: IP Multimedia Subsystem (IMS) and SIP-based services
Subject area C: Business Support Systems (BSS)
Subject area D: Operations Support Systems (OSS)
Subject area E: Radio Access Networks (RAN)
It is possible to submit tenders in one or more telecom areas, and the tenderer must indicate in the template for the tender letter which subject areas tenders are being submitted for.
