Helsingin Yliopistokiinteistöt Oy will tender the structural and floor structure design of the Kumpula laboratory building (new building). The property is located at Pietari Kalmin katu, Kumpula, Helsinki.
The site is a new building, mainly used in a research laboratory/laboratory/office building.
The total area of the building is tentatively approx. 6,000 brm2. The project is described in the preliminary planning programme, the preliminary status programme and other tender documents
The procurement shall be carried out by negotiated procedure.
Firstly, a notice of procurement will be published in which all interested suppliers may request to participate.
A call for tenders will be sent to the companies selected for the negotiations. Tenderers shall be selected from the undertakings which submitted the application to participate on the basis of references. The invitation to tender is sent to the three (3) companies with the highest score. Points are given for references in accordance with the supporting documents (Annex 1, application to participate).
If the undertakings which have submitted an application to participate end up on a level playing field in such a way that the result would lead to the selection of more than three bidders, the companies that have ended up on a level playing field shall be selected as tenderers by drawing lots.
The successful tenderer shall be selected on the basis of an overall economic basis, assessing the prices of the tenderer and the suitability of the persons to be notified for the project in accordance with the supporting documents (Annex 2, provisional tender form).
In accordance with section 3 of the EU Procurement Procedure Guide "Negotiated procedure and conditions of use", the procurement execution to which the notification relates to the complex construction project due to the technical space and conditions requirements of the future tenants of the complex construction contract. Solving technical requirements requires the purchase of demanding expert services.
