Aviation Consultancy Services using a global aviation consultant for various Transport Scotland air related activities. It is intended that the services will be carried out predominantly for Transport Scotland on behalf of the Scottish Ministers. The services may comprise services in relation to the Scottish air transport market and infrastructure, including the improvement of national and international air connectivity and tourism opportunities through route development and other associated activities that assist in achieving the Scottish Ministers' strategic aims for Scotland's Economy and place in the world. The services may also comprise providing advice, recommendations and documentation in relation to policy,operations, regulations, technical specifications and procurement, which may include the procurement of new aircraft for a lifeline service.

It is anticipated that the Framework Agreement may be used by other Scottish Government organisations for Services relating to other Scottish air transport market and infrastructure related activities as required.
