Flexible labor

This tender concerns a European public procedure for concluding a multi-contractor framework agreement that can meet ISNV's part of the need for flexible work. The assignment is split into multiple plots, namely:

1. Broadcasting and posting -> a framework agreement is concluded with two tenderers;

2. Payrolling -> a framework agreement is concluded with one tenderer and a so-called waiting room agreement is concluded with one tenderer.

Municipality of Ermelo acts as a pen keeper and spends on behalf of the municipalities of Barneveld, Bunschoten, Elburg, Harderwijk, Hattem, Heerde, Leusden, Nijkerk (only for plot 2), Nunspeet, Oldebroek, Putten, Zeewolde (only for plot 2), Meerinzicht and the North Veluwe Environment Service.

This tender will take place via the Digital Procurement Platform Negometrix.

Plot 1: Broadcasting and Posting

ISNV wishes to conclude a framework agreement with two Tenderers for broadcasting and posting.

In the case of broadcasting or posting, the Contractor shall make available to the relevant Participant a temporary worker that is legal employee of the Contractor. Upon an application from a Participant, Contractor recruits candidates and selects them, after which the Participant decides which temporary worker they wish to lend. As a rule, these are temporary workers for positions up to scale 8. Occasionally, roles can be found in scales 9 and 10. From scale 8 and regardless of scale in the case of specialist functions, the Participant reserves flexibility: there is no question of exclusivity within the Agreement to be concluded. Specialist positions include typical municipal functions, such as BRP staff, KCC employees, DIV employees, social or public affairs employees. Even if non-specialist positions do not offer an appropriate candidate or an appropriate candidate in a timely manner, Participants reserve the right to award the further assignment outside the Agreement in a second instance. If this occurs repeatedly (twice or more), a Participant may decide to recruit similar and related functions directly outside the Agreement in the future, so as not to lose valuable time in the future.

Plot 2: Payrolling

In the case of payrolling, the Contractor must make available to the participant a payroll force that is legal employee of the Contractor. The Participant exercises actual guidance and supervision here as well. The main difference from Lot 1 is that the Contractor does not perform recruitment and (pre-) selection and other terms of employment may apply. Furthermore, as is known, a different framework of laws and regulations applies to payroll forces.
