management and operation of the waste collection centres of Belz, Carnac, Crach, Pluvigner, Quiberon and Sainte Anne d'Auray (top of quay - bottom of quay - flow treatment)
In particular, the holder must perform the following services:
- the management of access to the sites for users, with badges if necessary,
- the reception of users, the admission of the waste brought, the orientation of users, the respect of sorting instructions and EPRs,
- the collection of data from professionals, the estimation and accounting of the quantities and nature of waste deposited by professionals subject to a deposit fee for green waste, run-of-the-mill waste, wood and rubble.
- the subscription of the various subscriptions and contracts necessary for the operation of the service (telephone, electricity, drinking water, heating, costs relating to sanitation and waste disposal for all facilities, etc.),
- maintaining a good flow of vehicles inside the waste collection centres,
- Directing users towards the right channels and encouraging reuse and prevention,
- quality control of deposits,
- the provision of appropriate collection equipment (waste oils, batteries, DDS),
- the provision and collection of skips (or containers for batteries) to the treatment/storage/recovery channels selected for non-recoverable materials, plaster bricks, cardboard, scrap metal, batteries, wood, from all waste collection centres as well as green waste from the Carnac and Saint Anne d'Auray waste collection centres,
- the removal of collection equipment for rubble, HWD excluding PWR, oils, tyres excluding PWR (from the Crach and Belz waste collection centres only),
- the reloading of waste stored on the ground and the removal of skips for waste stored on the ground to the selected treatment/storage/recovery channels,
- the removal by grappling of scrap on the 6 waste disposal facilities,
- the compaction of waste in non-recoverable green waste, wood and cardboard bins before disposal, using a packmat type compaction device or equivalent,
- the treatment of certain flows (run-of-the-mill, rubble, plant waste, wood A, wood B, tyres from the waste collection centres of Belz and Crach (excluding the Aliapur sector), Diffuse Waste Specific to households (excluding the Ecodds sector), plaster bricks in Pluvigner and Quiberon)
- regular cleaning of the sites to keep them in a good state of cleanliness,
- including the cleaning of the surroundings of the site (flights),
- site monitoring,
- the implementation of an online platform to ensure the real-time traceability of events on waste disposal facilities.
The market is not cut into slices.
The contract consists of a fixed part at a global and fixed price and a part at unit prices.
- A global and flat-rate share for security activities, the stacking/compaction package, maintenance, depreciation of equipment and all fixed costs for the waste collection centres mentioned, over a period of 84 months.
- A share at unit prices for the evacuation and treatment of materials (transport, treatment of certain flows designated in the CCTP) for all six waste collection centres. This part will be remunerated by applying the actual executed quantities of the prices in the unit price schedule.
