Object of the services: Public service contract with the object "Renewal of the insurance portfolio of the Municipality and the OCMW Zelzate".

The services covered by this contract are insurance services (CPV code 66510000).

Only the selected insurance companies are allowed to participate in the assignment.

This contract is a joint and global public contract, which does not contain lots and which concerns the policies type Material damage – Accidents – Civil liability – Car.

In accordance with Article 58 §1, paragraph 2 of the Law of 17 June 2016 on public procurement, the division into lots that can be awarded separately was considered by the contracting authority, which decided not to do so for the reasons set out below.

The contracting authority wishes to handle the insurance file in its entirety with the same company, which allows a global view on the management of policies and risks.

By placing all policies with the same insurer, the claims statistics are analysed in their entirety, which is beneficial for risk management and the prevention policy to be implemented in relation to the different insurance branches of insurance.

In addition, working with a single customer responsible for all insurance branches saves time and improves communication efficiency.

Claims and policy management procedures, in particular through 'online systems', are easier to know and apply by the contracting authority's staff if they are comparable for all insurance contracts.

All this will enable the contracting authority to optimise the management of its insurance portfolio and save money in the field of staff training.

In accordance with Article 85 of the Law of 17 June 2016 on public procurement, the contracting authority reserves the right not to award this contract. He may either refrain from awarding or closing the contract or repeat the procedure, if necessary by other means.
