The Finnish Forest Centre requests applications for participation in the application of Forest Law and Forestry Support Processing Application, Support Service, Maintenance and Further Development, the maximum number of companies will be called in the negotiations on the basis of applications for participation.
The aim of the acquisition is a new application to implement the laws for which the Forest Centre has jurisdiction. The largest in document volumes are the Forestry Law and the forthcoming forestry incentive scheme, Metka. Forestry Use Notices required by the Forest Act arrive annually between 120,000 and 130,000 and documents from the current incentive system, Kemera, between 70,000 and 80,000.
The application to be acquired comprises case management, spatial processing, and budget and financial resources processing and monitoring. According to current data, the new application is affected by the new forestry incentive scheme (Metka), which comes into force on 1 June 2023. The application must be able to process the documents required by Metka and carry out the audits when the Metka Act enters into force and the other content of the delivery project must be carried out by 1 June 2024 at the latest. When designing resources, it is necessary to undergo maintenance and further development of the METKA section immediately after its production.
The objective of the application to be acquired is automatic document processing based on up-to-date data and analysis as far as possible. Among other things, this is aimed at lowering the unit cost of government and minimizing errors due to human factors. Those stages of processing that cannot be automated are aimed at building as efficient and user-friendly as possible.
