The introduction
Suppliers are hereby given the opportunity to submit tenders for Forest Fire Surveillance by Air in 2023 in accordance with the conditions and conditions in this procurement document and appendices. The plan for forest fire surveillance by air will be completed when the agreement is signed with the contractor.
The contract period for the contract is scheduled for 2023-04-01 - 2024-03-31. If necessary, the County Administrative Board can extend the agreement 3 times for 12 months.
The County Administrative Board of Uppsala intends to sign an agreement with one (1) supplier.

Scope of the assignment
The assignment concerns forest fire surveillance by air within Uppsala County and parts of Stockholm County.
It will be possible to carry out the surveillance in accordance with the County Administrative Board's plan for forest fire surveillance by air in Uppsala County in 2023. (Attached). The current flight loop in the surveillance area covers a total flight distance of about 340 km.
The monitoring takes place at the request of the County Administrative Board of Uppsala County or the person to whom the County Administrative Board has delegated this authority. The assessment is mainly based on SMHI's forecasts for forest fire risks. The surveillance becomes relevant when the surveillance area generally has a fire risk value of 4,5 or 5E. In the event of local deviations or in the event of e.g. thunderstorms, the rescue managers in the affected areas can request extra flight through collaboration with the County Administrative Board or the person delegated by the County Administrative Board to. The monitoring takes place according to the following extent, normally during the period 1 April - 30 September:
An overflight takeoff around 1:00 p.m.
Two overflights * start around 11:00 am and 4:00 pm
Three overflights* start around 10:00. 13:00 and 16:00
* In the case of overflight on Fridays and Sundays, the last flight is postponed until 17:00 Rescue leaders may also call for a flight in connection with a broken forest fire or other rescue operation. In the event of such a rescue operation, the rescue service whose rescue leader called for the flight is invoiced.
The Swedish Civil Contingencies Agency (MSB) is responsible for the overall direction, financing, follow-up and final evaluation of the country's forest fire flights. The County Administrative Board has the production responsibility for forest fire surveillance by air and decides within the framework of the guidelines that MSB annually issues whether and to what extent surveillance by air should be carried out.
