The aim of the award procedure is to conclude a contract with a contractor to carry out the system integration and technical renewal of the radio studios on the premises of SWR in Stuttgart.

For the customer, it is of essential contractual importance that the contractor produces the specified and agreed functionality of all system parts with the services for the integration of components to be delivered and provided by the customer and takes all necessary steps. The contractor is liable for the services of its subcontractors as for its own services. The intended start of the contract period is 14.11.2023. The contract ends with the successful overall acceptance of the commissioned integration scope, analogous to the schedule described in the document "LB General Part STG".

Südwestrundfunk (SWR), the public broadcaster of the ARD, supplies the federal states of Baden-Württemberg and Rhineland-Palatinate with a broadcasting area in which a total of around 15 million people live. In addition, SWR supplies the ARD joint programme and uses the online distribution channels. SWR operates three broadcasting houses, ten studios, twenty regional offices and eleven correspondent offices, which are spread over the entire broadcasting area. In radio, SWR is responsible for two country-specific information and regional programmes (SWR1 and SWR4), a cross-border cultural programme (SWR2), the pop wave SWR3, the young programme DASDING and the radio programme of SWR Aktuell. SWR's radio programmes reach around seven million listeners every day.

The broadcasting house in Stuttgart acts as a state broadcaster for Baden-Württemberg within the SWR network. The site also produces the state radio programs SWR1 and SWR4 Baden-Württemberg as well as the regional program SWR4 Studio Stuttgart, which reports on the most important events from the state capital and the Stuttgart region.

At SWR, renewal measures in the field of radio are pending. The technological and strategic objective is the standardization and harmonization of the technology across waves, as well as a standardization of workflows across all SWR locations.

With the project "EHFS – Renewal of Radio Systems at SWR", several site-specific technical renewal projects were bundled for this purpose. The basic technological requirements and framework conditions for the renewal projects are considered at a higher level and summarized into a holistic SWR concept. The results resulting from this overall project will be implemented in the respective renewal projects.

The essential services to be provided by a contractor are briefly summarized below:

- Participation in the joint kick-off meeting together with the client and the specialist planner

- Structural inspection of all premises together with the client and the specialist planner

- Coordination of a detailed planning of the system integration with the definition of construction phases that are to be subject to partial acceptance.

- Procurement of the necessary technical functional components

- Delivery and assembly of the furniture as a custom-made product according to the service description

- Integration of functional components and utilities including all services, such as assembly, assembly, cabling.

- Commissioning, functional testing, safety-related operational testing in several subs/construction phases

- Provision of general services such as project planning and project management, detailed planning and documentation, etc.
