Guard and security service for the occupation of the gatekeepers at the locations Uhlenkrog 32, Hasselfelde 30 and optionally Hasselfelde 40 in Kiel and mobile area control service

Uhlenkrog 32, 24113 Kiel (Hassee):

Daily from Monday to Sunday from 2:30 p.m. to 6:30 a.m.

Saturday and Sunday as well as public holidays 24/7

Fixed operating times Hasselfelde 30, 24149 (coastal power plant):

Until further notice, daily from Monday to Sunday 24/7.

At both locations, a district driver drives through the site according to a coordinated plan (approx. 25 – 30 points of contact, duration of the inspection service approx. 2 hours).

Each location must be considered separately. Irregularities must be reported immediately to the on-call service plant security.

Optional: Fixed operating times Hasselfelde 40 (site of the former joint venture power plant)

The dismantling of the former coal-fired power plant (GKK) is expected to be completed by the end of the year. However, it is possible that a follow-up project from 01.01.2024 will still require staffing of the gatehouse. The fixed operating hours are daily from Monday to Friday from 06:00h to 18:00h. The decision as to whether the gatehouse will continue to be staffed from 01.01.2024 will be made until the conclusion of the negotiation procedure. The capacities required for this must be taken into account by the applicants.

Description of the systems to be operated:

General access to the premises is monitored by coded badges.

In the Hassee gatehouse, all alarms and malfunctions in the various applications such as access control, building management system and video surveillance must be acknowledged promptly and processed by the reporting system according to specifications.

Gebäudeleitsystem (IDS):

All information necessary for the operation of the Hassee property and the external properties

are displayed in the control system.

All relevant messages are stored with the information that must be followed.

Fire alarms: to be processed immediately according to existing service instructions

Physical Guard Book:

In order to be able to exchange important information in plant security, the guard book is used.

The guard on duty receives this guard book from the guard of the previous shift when he takes over the shift. During the shift, reportable incidents such as camera failure, fault reports and planned elevator control calls are entered. In this way, the information is stored in a way that is accessible to all plant guards of the subsequent shifts. In addition, plant security employees can view and evaluate these entries and, if necessary, react quickly. For example, the event of a defect triggers the order for repair. A briefing will take place separately.

Video surveillance:

An outer skin protection is carried out at the property boundary by detected areas. At some points, cathedral cameras are used for better clarity.

The purpose of monitoring is to protect the client's objects against access by third parties.

If third parties attempt to gain access to the client's property, the service instructions must be followed.

Telefonannahme:

In the gatehouse, the connection of the client's central telephone number is established.

All calls to the gatehouse are to be answered.

In doing so, the code of conduct for dealing with callers must be observed.

Fault messages elevators:

Fault messages as well as messages from the system self-monitoring system are processed in accordance with the service instructions.

Stadtwerke Kiel manages around 10,000 keys at the Hassee site. In the event of a malfunction, it is necessary for the foreman to hand over individual keys to the gatehouse. This release can take place during the day and at night. A briefing on this system takes place separately. In general, only keys may be issued to employees of the client with a valid employee ID card. In addition, the customer keys are to be sorted back into the key safe from 19:00h. The plant guard also carries out the necessary entries and withdrawals in the key management system. Keychains are to be compiled by the plant guard on the basis of lists provided.

Uniform:

The contractor shall equip its employees with necessary and appropriate uniforms.

Uniforms are those that are to be worn instead of private clothing in order to ensure a uniformly recognizable appearance of employees vis-à-vis customers.

Optional: If required, fire watches can be used for events on all Stadtwerke Kiel properties.

Presence during the entire event, initiation of initial measures in case of fire

The personnel deployed must have the following qualifications:

- Brandklassenkunde

- Löschmittelkunde

- Customer in initial measures in the event of incipient fires

Optional: Employment of parking attendants if required for events on all properties of Stadtwerke Kiel.

Presence before and at the beginning of the event in the parking lot, instructing visitors in the designated parking areas according to the client's planning

Optional: Security and stewardship service if required for events on all properties of Stadtwerke Kiel.
