Preparation and implementation of a competition on the future of sustainable mobility on behalf of the Federal Ministry for the Environment (Competition Office for the BMU)

The Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) intends to organize a competition with the working title "Future of Sustainable Mobility for more Environmental and Climate Protection in Transport" and (according to the current status) to award 5 of the submitted projects and the To promote the implementation.

The aim of the service requested by this call for tenders is the appointment of a "competition office" which assists in the conceptual preparation and implementation of the competition phase.

Traffic is subject to different developments: moving to agglomerations and at the same time in some regions emigration from rural areas, technological developments of various kinds (propulsion technology, booking systems, logistics, digitization, automated driving, etc.), stronger urban-hinterland interdependencies, inter alia, with rising Commuting and demographic change with the change in age structure. These developments have the potential to significantly change transport and mobility in urban and rural areas or require adjustments to existing transport systems. There is an opportunity to use these changes for environmentally and socially responsible mobility and at the same time for a better quality of life.

Local actors can react to these developments or proactively deal with them and actively shape the developments and thus the future. However, in many municipalities, apart from concrete, future-oriented traffic planning for the next 10 to 15 years, there are no longer long-term considerations (target images) that represent a possible and desired mobility and retrospectively describe the necessary steps for implementation. For the most part, such approaches are ineffective simply because, especially in municipal administrations, there is a lack of human and temporal capacities and often also the technical competence for such (participatory) processes and private actors can not fill this gap.

Against this background, the Federal Ministry for the Environment, Nature Conservation and Nuclear Safety (BMU) intends to conduct a competition with the working title "Future of Sustainable Mobility for more environmental and climate protection in transport", following which, according to the current status, 5 selected competition entries will be implemented.

The objective of the service requested by this call for tenders is the appointment of a "competition office", which will undertake the preparation of the competition and support the BMU in the conduct of the competition. The BMU is represented by the Future - Environment Society (ZUG) gGmbH in controlling all phases of the competition.

AP 1 essentially covers the design of the competition, including the development of a website and the creation of a participation form. In addition, the preparation of a publicity announcement of the competition and finally the development of an evaluation concept of the competition entries are planned.

In AP 2, the competition concept will be implemented or the competition will be accompanied and controlled. This also includes the processing of queries from competitors, the interested public and, if applicable, the press. At the end of the submission deadline for the competition entries, these will be prepared in the framework of the evaluation concept developed in WP 1 and assessed by an external jury. Optionally, a cursory preliminary examination is expected if the number of submitted entries exceeds the number 80 initially.

In AP 3, after the evaluation of the competition entries has been completed, a public closing event will be held to award the competition winners and to honor all participants in the competition. In addition, the internet presence of the competition for the winners and a prepared, prepared, structured overview of all contributions will be updated, as well as a brochure with a public presentation of the competition entries.
