RKR| Integration of the 4th purification stage of the Rheinstetten sewage treatment plant

Awarding of planning services for civil engineering structures (buildings and plants of wastewater disposal) with machine and I&C technology for the 4th treatment stage of the Rheinstetten sewage treatment plant.

In the section of the Federbach running within Rheinstetten's municipal area, the objectives of the

EU Water Framework Directive, i.e. good chemical and ecological water status, is still clearly missed. The cause can also be seen, among other things, in the nutrient inputs - especially phosphorus - by the discharge of the wastewater purified in the Rheinstetten sewage treatment plant.

In the medium term, further requirements are to be expected for the discharge of sewage treatment plants with regard to a far-reaching elimination of trace substances – also called micropollutants – such as pharmaceutical residues, pesticides, chelating agents and corrosion inhibitors, etc., since after the discharge of the Rheinstetten sewage treatment plant in the Federbach at low water discharge a wastewater share of 50% is exceeded and thus according to the decree of the Ministry of the Environment, Climate Protection and Energy Sector Baden-Württemberg "clear criterion" for the implementation of a targeted trace substance elimination in the sewage treatment plant by supplementing a 4th purification stage is fulfilled.

In order to investigate which measures are to be taken in the short and medium term to improve the phosphorus and trace substance elimination at the Rheinstetten sewage treatment plant to increase the quality of the Federbach, taking into account the requirements, a structural report was prepared (see appendix).

The subject of the structural report was a detailed evaluation of the operating data of the Rheinstetten wastewater treatment plant for the period 2017 – 2020 to assess the performance of the wastewater treatment plant and, based on this, the conception (including estimation of the necessary operating and investment costs) of promising process variants for the integration of further phosphorus and trace substance elimination into the purification process of the wastewater treatment plant. As an alternative to the expansion of the sewage treatment plant with a 4th treatment stage, the "discharge of the treated wastewater to the Rhine" and a "discharge of the raw wastewater to the Karlsruhe sewage treatment plant by means of a pressure line" were examined or checked.

The Rheinstetten sewage treatment plant has deficits in the oxygen supply of the aeration tanks and in the unregulated addition of precipitants. Both deficits should be eliminated in the short term.

As part of the structural report, four variants that have already been successfully tested at other wastewater treatment plants were examined with regard to their technical feasibility, as well as the necessary investment and operating costs under the boundary conditions of the Rheinstetten wastewater treatment plant. The city of Rheinstetten has decided to implement variant A ("Addition of powdered activated carbon (PAH) directly into the aeration tanks - simultaneous PAH dosing and downstream flocculation filtration by means of a cloth filter").

The handling of the integration of the 4th cleaning stage into the existing system is of great importance.
