Tuomi Logistiikka Oy puts out to tender the digital service of Finnish newspapers and magazines as a joint procurement. The procurement consists of three different areas for which separate agreements are made. The procurement is divided into subdivisions as follows:
Section 1: Magazines of local use
Section 2: Newspapers of local use
Section 3: Remote Access Magazines (optional option)
The digital service of Finnish newspapers and magazines includes a browser-based service, a lending platform, a selection of magazines and support services for the use of subscribers as a SaaS service. The aim is that the system's selection of journals is diverse, and the system has search, statistics, archive and management features, as well as the necessary integrations. Locally used magazines must be available to customers in library premises. The service must be available around the clock and one magazine can be read simultaneously by a number of users determined in advance per subscription.
In addition, the acquisition includes, as a voluntary option, remotely accessible magazines, which must be available to library customers regardless of location, including outside libraries. The subscriber decides on the introduction of a voluntary option.
In procurement, both areas are put out to tender as a separate entity. The length of the contract periods shall be as follows:
Subdivision 1 Locally used magazines: The actual contract period is one (1) year. The contract may be extended for one (1) one (1) year option period (1+1).
Subdivision 2 Newspapers of local use: The actual contract period is two (2) years. The contract may be extended for two (2) one (1) year option periods (2+1+1).
Subdivision 3 Remote Access Magazines (optional option): The actual contract period is one (1) year. The contract may be extended for one (1) one (1) year option period (1+1).
Section 2: Newspapers of local useLocal use: the e-magazine service is available with IP identification in library premises on a fixed and wireless network. The service can be used on both the library's and the customer's own devices.
Subdivision 1: Local Purpose MagazinesLocal use: the e-magazine service is available with IP identification in library premises on a fixed and wireless network. The service can be used on both the library's and the customer's own devices.
Section 3: Remote Access Magazines (optional option)Remote access: an authorized user can use the e-magazine service regardless of place and time. The service can be used on various terminal devices, such as computers and mobile devices. Authorized user refers to the private customers of public libraries to whom the service platform and materials covered by this agreement will be used.
The subscriber decides on the introduction of the option.
