The state government of Baden-Württemberg systematically pursues the goal of becoming a pioneer and companion for sustainable mobility. To this end, the current coalition agreement from 2021 agreed, among other things, to intensively expand public transport not only in the conurbations, but throughout the entire state. In addition to the expansion of services in the sense of the so-called mobility guarantee, it is the declared political goal of the state government to double the number of passengers in public transport by 2030.
The Public Transport Report of the Baden-Württemberg Ministry of Transport from 2020 has emerged as an important accompanying instrument for evaluating the quality of public transport services in BW, also in comparison to exemplary regions abroad. The core of this tender is the establishment and implementation of an annual monitoring of the current status and the development of supply and demand in public transport in Baden-Württemberg, as well as the annual publication of the results.
In addition to updating selected indicators from the Public Transport Report 2020, this includes the development and analysis of a number of additional key figures on public transport services; in addition, a methodology for determining demand with regard to the doubling target must be developed and implemented annually. The vivid and striking preparation and communication of the results, also in the comparison of districts, associations and municipalities, is of great importance.
The term of the contract is three years (i.e. three reporting years), with the option of an extension for a further two years (i.e. two further reporting years). In addition, there are various optional task components, including the development and provision of a dashboard for flexible and needs-based reporting of monitoring results.
