Established in 2004, Procurement for Housing (PfH) is a national procurement consortium dedicated to the social housing sector and supported by the National Housing Federation (NHF), Chartered Institute of Housing (CIH) and HouseMark. Collectively our Members manage more than 75% of UK’ social housing stock, with PfH helping them to achieve efficiency savings using a wide range of services including framework agreements, spend analyses, strategy reviews, consolidated billing and comprehensive reporting. PfH is a contracting authority under Regulation 2 of the Public Contracts Regulations 2015 (“PCR 2015”) and a central purchasing body under regulation 37 PCR 2015.

PfH is administered by Inprova Limited and is headquartered in the North West of England with over 20 years of expertise and experience offering a complete procurement solutions package across outsourcing, technology and consultancy. By integrating procurement services and technology, Inprova operates as a delivery partner, supporting business performance improvement for the public sector.
PfH sought to establish a Framework Agreement for Recruitment and Associated Services covering three lots:
1. Managed Recruitment Services
2. General Recruitment Services
3. Talent Bank Technology
PfH sought to establish a framework for recruitment services over 3 lots. Lot 1 will provide recruitment services through a managed service provider. The MSPs appointed to the framework will be required to supply a fully managed recruitment service for temporary, interim and permanent labour requirements across all disciplines and geographical regions. The range of roles required include but are not limited to:
— admin and clerical roles
— care and support roles
— executive roles
— housing management roles
— professional and technical roles
— Soft FM Roles
— trades and labour roles
The MSPs will be required to supply candidates/workers through their own databank of potential employees or through a network of second tier suppliers.
PfH awarded places on Lot 1 to five suppliers.
Lot 2 will provide general recruitment services. The successful service providers will be required to supply a recruitment service for temporary, interim and permanent labour requirements across a comprehensive range of job families and geographical areas. Roles include but are not limited to:
— admin and clerical roles,
— care and support roles,
— executive roles,
— housing management roles,
— professional and technical roles,
— soft FM roles,
— Trades and labour roles.
PfH awarded places on Lot 2 of the framework to 9 suppliers.
Lot 4 will provide talent bank technology solutions. Successful suppliers will be required to provide talent bank technology solutions as Software as a Service to PfH Members. The technology solution will enable PfH Members to manage their own talent bank of temporary employees and will provide intuitive functionality for candidates and hiring managers. 4 Suppliers have been awarded onto this lot.
