This market is a market for the supply of roller, mobile, autonomous and 100% electric waste compactors (displacement and compaction).

These compactors are intended to equip several recyparcs in the Province of Namur and to compact several types of waste in open containers of 30 to 40 m³, with a maximum height of 2.8 m. The following wastes will be compacted:

- Wood

- Paper/cardboard

- Metals

- Green waste

- Bulky

- Potentially hard plastics

In addition to the compaction of the waste, the machines supplied must also allow the containers to be moved within the recyparc and circulate on slopes of up to 10% (without mated containers).

The machine includes a chassis mounted on 2 axles, one of which is directional, with cockpit in the high position. The chassis is equipped with an articulated arm in 2 parts, at the end of which a compaction roller is installed.

This roll weighs between 1.6 and 2.5 tons and its rotation on the waste in the containers allows their compaction. The roller is equipped with teeth that facilitate the crushing/grinding of waste and a comb that prevents waste from wrapping around the roller.

It is also equipped with side protective puddles (metal discs) with a diameter greater than the diameter of the tooth shell, thus avoiding any contact of the teeth with the door and the front face of the dumpster.

Access to the cabin is via a secure staircase with non-slip steps and ramps.

The autonomy of the machine must be at least 5 hours, considering that during its operation, the compactor will be 1/3 of the time on the move and 2/3 of the time in compaction, by an outside temperature of 15 ° C and any heating / air conditioning systems at a standstill.

Charging the battery of the machine must be carried out in a maximum of 14 hours.

The weight in running order will be between 8 and 13 t and the weight of the roller will be at least 1.6 tons.

The market includes:

- A firm slice: 3 machines

- 2 conditional slices of 2 machines each.

- 3 conditional slices of 1 machine.

That is, a total of potentially 10 machines if all conditional slices are activated.

These conditional tranches will only be ordered according to the wishes of the Intercommunale, in particular on the basis of the following criteria:

- If the first machines delivered as part of the firm slice bring full satisfaction,

- whether the compaction objectives are well achieved,

- if the electrical infrastructures of the various recyparcs allow it

- if subsidies are well obtained

- if the network allows the installation of a charging station

- whether the transport savings recorded make it possible to finance the depreciation and operation of the machines.

Only a guarantee of order of the firm tranche shall be provided to the successful tenderer of this contract.

Conditional tranches may be activated if necessary according to the wishes and needs of the contracting authority.

The conclusion of the contract therefore covers the entire contract but binds the contracting authority only for firm tranches. On the other hand, the bidder commits to all tranches, firm and conditional.

This contract is part of a call for projects from the Walloon Region, the 2021/2022 waste resources call for projects. Certain compactors covered by this contract are therefore likely to be subsidised in part by the Walloon Region.
