The service is awarded as a service contract within the framework of an open procedure according to the Ordinance on the Award of Public Contracts (Ordinance on Public Procurement – VgV) and includes transport services in exempt school transport in the district of Marburg-Biedenkopf to the Julie-Spannagel-School in Marburg (2 locations).

The "Julie-Spannagel-Schule" is a private school with a focus on "emotional and social development" and "sick people" under the sponsorship of the St. Elisabeth Association in Marburg. It sees itself as a school for youth welfare. Pupils have a high demand for special educational support, especially in the area of emotional and social development. With regard to the definition of the individual funding priorities, see § 7 of the "Ordinance on Teaching, Education and Special Educational Support for Pupils with Impairments or Disabilities (VOSB), of 15 May 2012".

As a special school in accordance with § 49 et seq. HSchG, the Julie Spannagel School supports and encourages students in learning and in the development of their personality in equal measure.

Pupils in grades 1-10 are taught according to the plans of the primary school, secondary school, secondary school.

As of September 2023, 44 pupils are to be transported to and from school every school day in exempt school transport from the entire Marburg-Biedenkopf district, see annex to the transport contract "Pupil Transport List". The Julie Spannagel School has 2 campuses.

Students will be picked up or dropped off at the front door of the apartment.

The transport of students is carried out by vehicles of category "KB" (minibuses "8-seater plus driver"). The Contractor shall comply with the provisions of the Appendix to the "Vehicle Categories" transport contract. The transport service can be driven with 7 vehicles.
