The LZN is responsible for the procurement of goods and services for the direct administration of Lower Saxony (see § 2 of the LZN's operating instructions). With the approval of its supervisory authority, the LZN can take on further tasks for public law users within and outside the state administration of Lower Saxony, as well as for privately owned companies that are fully owned by the public sector (cf. § 3 operating instructions).
In this responsibility, the order includes the conclusion of a framework agreement with a company (§ 21 VgV) for the supply of multitools with rescue functions including holsters for police departments of the states of Lower Saxony and Bremen. More details on the type and scope of the order can be found in the SOW — Technical Part (Part B).
After the award of the contract, the items are placed in the LZN web shop and are retrieved as online orders in an indefinite number of individual releases.
All police departments in the direct state administration of Lower Saxony, including the Lower Saxony Islands and the state of Bremen, are entitled to call up.

The contract is expected to start on November 1, 2021.
The maximum number of multifunction tools with rescue function including holster to be delivered is 6,600 pieces over the entire possible contract period including extension option, and the maximum number of (replacement) holsters to be delivered is 660 pieces. This therefore represents the maximum quantities retrieved from this framework agreement.
This prospect order volume has been determined and described by the LZN as accurately as possible. However, a final determination is neither possible nor necessary due to the nature of the procurement, in particular because of the unprecisely foreseeable buying/retrieval behavior (§ 21 paragraph 1 sentence 2 of the VgV). The procurement volume mentioned here is subject to significant fluctuations due to non-exhaustively calculable demand figures of LZN customers — police departments of the direct state administration of Lower Saxony and Bremen — with the result that only a rough calculation can be specified in this respect. This volume is therefore merely a prediction and a reference point for quotation creation and calculation and does not justify the customer's acceptance obligation.
