SUS2023 potential tenderers are hereby invited to participate in a contest with negotiations a after prior notice, cf. PPR § 13-1 (2), with prequalification, for K3003 heat pumps for the first construction stage of the new university hospital at Ullandhaug in Stavanger.

So that the contracting authority can negotiate in the competition, the FOA requires tenderers to be pre-qualified. This is the same as the qualification requirements that are normally set in an open tender contest.

The pre-qualification consists of the submission of documentation for the qualification requirements, see Part I.

The contracting authority will then, based on the received documentation for the qualification requirements, select a number of qualified tenderers who will be invited to submit a tender, see Part I.

The intention of the negotiations is that the contracting authority and tenderers can clarify and correct any uncertainties in the tenders.

The procurements includes:

- Heat pumps with ammoniac for general heating and cooling

- CO2-heat pumps for heating hot water for consumption
