In the course of the introduction of the electronic health card (eGK) according to § 291a SGB V, the required interoperable and compatible information, communication and security infrastructure (Telematics Infrastructure, "TI") was set up as nationwide "health telematics" in the German healthcare system. The responsibility for the construction and operation of this telematics infrastructure lies with the Gesellschaft für Telematikwendungen der Gesundheitskarte mbH - gematik. The central telematics infrastructure provides the system environments, the central infrastructure services and the connection of locations (central network). The agreement of gematik to set up and operate the central network of the telematics infrastructure with the current operator ends and is scheduled to be reassigned. The main task of the future contractor will be the provision and operation of a scalable and stable central infrastructure for use by the service provider institutions, the health insurance companies and their contracted service providers as well as the providers of services and other applications. Content of the service to be awarded is thus,

(1) the establishment and operation of the central telematics infrastructure;

(2) the connection of sites for specialist application-specific services of the health insurance companies, secure networks of the service providers and their associations to the TI and providers of other applications, both currently known and future to uniform and therefore non-discriminatory conditions;

(3) the migration from the previous operator of the TI;

(4) implementing measures to scale the system environments as telematics infrastructure expands;

(5) the implementation of measures to maintain the current state of the art through cyclical infrastructure refresh (Technology Refresh).

The contractor's services are to be carried out in accordance with the applicable statutory provisions, in particular §§ 291a ff. SGB V and data protection regulations. By concluding the contract, the contractor shall assume technical-technical end-to-end responsibility for the successful performance of the contract.
