The contractor shall carry out the study which consists of 3 main areas identified as requiring consultancy services:

I. collection and analysis of data with a view to establish a framework for fees and charges;

II. proposal of models for financial apportioning between the Agency and the national authorities;

III. establish a list of criteria to be used for differentiating fee structure (special attention should be given to SMEs).
