Tuomi Logistiikka will put ICT expert services out to tender on behalf of the City of Tampere as a framework agreement.
The procurement is divided into ten areas, which are:
- Development of information management functions
- Data warehousing and reporting
- Analytics and machine learning
- Digital security
- Cloud services

- Specification and architecture
- Testauspalvelu
- Virtual operating environments
- Programming and application development
A maximum of 15 service providers will be selected for each area, with whom a framework agreement will be concluded.
The City of Tampere makes the decision and the procurement agreement on behalf of other subscribers.
Development of ICT management functionsExpert services for the development of ICT management functions include ICT management and process development services as well as project and service portfolio development.
Services related to the development of ICT management are used to plan, develop, implement and implement the vision and strategy of information management, roadmaps, operating models, and the Group-level and regional ICT management model.
Process development services are used to plan, develop, implement and implement both processes related to IT management and other processes related to digitalisation.
The development of the project and service portfolio is used to plan, develop, implement and implement the activities and operating models of the development portfolio groups, the operation of the development portfolio system, the processes and operating models related to the IT management service portfolio, and the operation of the service portfolio system.

Programming and application developmentProgramming services comprise different types of modern programming tasks and
for the implementation of software solutions, their documentation and programming projects
pulling and integrating IT solutions.
The tasks are related to both on-premise and cloud-based systems.
Tasks include, for example, the development of applications or their parts and features.
Experts work either in agile project teams developing applications or
as individual experts in various assignments.

Data warehousing and reportingData warehousing and reporting services refer to e.g. in information systems
collecting existing data and modifying the information in the organization's
to support decision-making.
The data platform collects data from both the organisation's own systems and external
sources that, among other things, are cleaned, organized, processed and, if necessary,
pseudonymised before analysis and reporting. Available to the subscriber
the centralized data platform operates in an Azure environment, to which the tasks of data warehousing
primarily targeted.
Data visualization and reporting tasks focus on data visualizers
Business Intelligence (BI) systems, with an emphasis mainly on the Client's use
to the Power BI service.

Analytics and machine learningAnalytics and machine learning tasks are focused on advanced analytics,
for machine learning and AI application development and consulting.
The subscriber has access to an Azure-based data platform where information is gathered from different
Data sources. Primarily for the data available to the subscriber, the tasks of the advanced
Analytics solutions are implemented in this environment. The needs of analytics can
however, also target other systems used by the Subscriber, and
environments or, for example, third-party environments.

Digital securityDigital security includes risk management and handling, operations
continuity management and preparedness, information security and data protection, and
kyberturvallisuus.
The tasks of digital security are focused on, for example, the use of systems, services and
IT connectivity and information security and data protection related
functional and technical quality auditing, design, development, and
Deploying.
Key tasks also include tasks related to ensuring the technical and operational digital security of information systems, such as risk management, requirement specifications, preparedness and continuity/recovery planning, and tasks developing the information security and data protection management system.

Cloud servicesCloud computing covers different technologies (eg. AWS, Microsoft, Google, Oracle)
and expert needs related to different stages of the life cycle, with an emphasis on
mainly to the public cloud. The subscriber has access to an Azure environment to which the public
cloud-related tasks are primarily targeted.
Cloud services can be related to, for example, the establishment of a solution, further development or
for example, for migrating a solution that is currently localized to the cloud, and
professional services related to the solution transferred to the cloud.

Project Manager ServiceThe tasks of the project manager service focus on IT projects
overall responsible management.
The project manager service includes the day-to-day management of the project according to the project phases
, as well as the planning and documentation and archiving of the project's outputs.

Specification and architectureThe tasks of the specification and architecture service are related to, for example, information systems
design, requirement specification, enterprise architecture and its
the design and definition of sub-assemblies and sub-descriptions, and
for describing and maintaining a data management model.
The tasks include, for example, mapping the current state, functional and technical
requirement specification, project assessment, architecture-level design and
specification, definition of the object of the procurement, as well as the corresponding tasks of the specification.

TestauspalveluThe tasks of the test service are focused on ensuring the systems, IT connections and technical quality between them, as well as on the technical and functional testing and auditing of applications and systems. The targets of testing can be, for example, availability, workload, discovery of programming errors, data structures or compliance.
The objective of the testing service is to ensure the quality of information systems or parts thereof, covering the entire process from specification to product release and continuous service maintenance, including all related activities such as planning, implementation, reporting and analysis.
Testing also refers to testing with the help of automated tools, defining tests, documenting, creating and running tests, reporting results and analyzing errors.

Virtual operating environmentsVirtual operating environments include, for example, 3D technologies, such as added
augmented reality (AR), virtual reality (VR), 3D scanning and 3D modelling. Virtual operating environments include, for example, design, piloting, programming and content development, as well as customized
tasks related to trainings and workshops.
The task can be, for example, to build a gamified augmented reality (AR) and
virtual reality (VR) content. In addition, tasks may be assigned to, for example, the addition of
to utilize reality, virtual reality and 3D models, for example
in infrastructure construction, traffic planning and real estate. As hybrid and e-learning become more common, immersive technologies such as augmented reality and
