Consulting services in building physics according to HOAI Annex 1 (thermal insulation & energy balancing, building and room acoustics)
The renovation and restructuring of the functional areas (BA III) with the components A1-A5 presents the planning with the challenge of redesigning the existing development area of the Osnabrück Hospital, taking into account the planning specifications of the spatial and functional program. The relocation of the previous central warehouse, laboratories and the central kitchen to the supply center currently being planned (subproject 3 cubes, BA II) will free up central space that can now be redesigned in a future-oriented manner.
The project planning has already been awarded to the architectural firm Gerber Architekten GmbH and the MEP planning to the engineering firm ITB GmbH. The project management services are provided by Drees & Somme. To complete the planning team, further specialist planners and experts are currently being advertised. This also includes the services for the "Consulting Service Building Physics (Building and Room Acoustics)".
This sub-project is a measure funded under the Lower Saxony Hospital Act (NKHG).
The services are to be provided immediately after the order has been placed. In coordination with the funding authorities, Osnabrück Hospital has the option of submitting a first pre-funding application in December 2023 to check the plausibility of the expected total costs (no HU construction). Therefore, the planning team must name the first rough costs by the end of November 2023. In order to achieve the timely submission of the rough costs for the pre-funding application by the end of November 2023, the necessary and affordable content and qualities will be jointly determined between the client and the contractor after commissioning. No finished LPH 2 is expected by the end of November 2023. The completion and completion of LPH 2 for this subproject will then take place downstream of the submission of the pre-funding application.
The performance profile created by Drees & Sommer based on the service profile of the HOAI for the service phases of building physics (building and room acoustics) is intended to fix the common understanding of the basic services and the special services.
The descriptions of the scope of services are to be understood as a guideline and to be classified in a hospital-specific manner, supplemented if necessary and taken into account in the offer. The same applies to the topics of "building in existing buildings" at a well-known location, construction undermining clinic operations and with high hygienic requirements for construction and the construction itself.
The bases used to determine the fee, e.g. based on HOAI/Rift, as well as personnel and material costs, must be specified separately when the offer is submitted by the planners/consultants, and the fee calculation for the individual positions must be broken down in detail and comprehensibly.
The Osnabrück Clinic intends to commission the following services in stages:
Stage 1: Work phase 1 - 2
Stage 2: Work phase 3 - 4
Stage 3: Work phase 5 - 7
Stage 4: Performance phase 8 - 9
The provisionally eligible costs of KGR 300+400 are as follows:
KGR 300: 37 million €, KGR 400: 17 million € Ugly
In addition, the office sought in this procedure should also provide the necessary planning services, as well as (if necessary) the preparation of documents for the building application for building and room acoustics. The contractor also acts as the corresponding creator of the evidence in the building application.
Due to the manageable size of the extension, these services are not remunerated according to HOAI or AHO, but as proof. At the beginning of the measure, the contractor must coordinate the exact scope of the required services with the planning parties and the authorities. The Client reserves the right, after clarification of the scope of services, to agree on a lump sum for the provision of services in consultation with the Contractor.
