In every such case, the designation was made solely for the clear identification of the nature of the object, and proposals can only be submitted for products prescribed in this invitation to tender or for products that are equivalent in terms of the detailed technical parameters regarding the given product. The equivalence during the evaluation of the technical content must be assessed by the Contracting Authority, to which all data must be provided by the tenderer. Therefore, it is the tenderer's duty to prove in the bid that the offered product is equivalent to the product specified by the Contracting Authority. Any potential rejection will be factually justified by the Contracting Authority. Offers may also be submitted for products with more favorable characteristics than those specified. The duties of the winning tenderer include the installation of the equipment to be procured. The Contracting Authority will only accept new products. By “new,” the Contracting Authority refers to products that have not been used, that have not been placed on the market, and that have not been used as demonstration equipment at exhibitions or trials. The tenderer must attach the filled (professional offer) Excel file, which is an independent annex to the current procurement documents, to the offer. The tenderer must also attach the filled specification table regarding the professional parameters, which is released in a Word file as an independent annex to the current procurement documents, specifying among other things the name, type, manufacturer, and place of origin of the offered product. The Contracting Authority draws the attention of tenderers to Section 74 (3) of the Public Procurement Act. The Contracting Authority will evaluate the bids based on the lowest price criteria (Total offer price (net HUF)) [Paragraph (2) point (a) of Section 76 of the Public Procurement Act]. The criteria for evaluation and the associated weights are as follows: Evaluation criterion: The lowest price according to Section 76 (2) point (a) of the Public Procurement Act. According to Section 76 (5), the goods that are subject to procurement must meet specific quality and technical requirements and the selection of the economically most advantageous offer will be based only on the evaluation of the lowest price, not additional quality characteristics. The deadline for performance is 120 calendar days. The winning tenderer is entitled to early performance. The winning tenderer is allowed to perform in no more than 2 installments during the early performance, but the total duration of the two installments cannot exceed 120 calendar days.
