Lot (AI Lab) In relation to all lots: In order to clearly and understandably define the subject of the public procurement, the contracting authority may reference specific brands, origin, types of goods, procedures, activities, persons, or patents and trademarks, based on Section 46 (3) of Government Decree 321/2015 (30 October). In all such cases, the naming is solely for the clear identification of the nature of the subject; bids can only be submitted for products that are as outlined in this invitation to tender or for products that are equivalent in relation to the detailed technical parameters concerning the specified product. In the evaluation of technical content, equivalence is to be assessed by the contracting authority, which requires all relevant information to be provided by the bidder. Thus, it is the responsibility of the bidder to prove in the proposal that the offered product is equivalent to the product specified by the contracting authority. Any rejection shall be objectively justified by the contracting authority. Bids can also be submitted for products with more favorable characteristics than those specified. It is the responsibility of the winning bidder to ensure the setup of the procured equipment. The contracting authority will only accept new products. By "new," the contracting authority means products that have never been used, have not been commercially launched, and have not been used in exhibitions or as demonstration equipment. The bidder must attach the completed (professional proposal) EXCEL file, which is an appendix to this public procurement document. The bidder must attach the completed specification table regarding the professional parameters in a WORD file, which is an appendix to this public procurement document. The contracting authority draws attention to Section 74 (3) of the Public Procurement Act. The contracting authority will evaluate bids based on the criterion of the lowest price (Total bid price net HUF) [Paragraph 76 (2)(a)]. The criteria and associated weightings for evaluation are as follows: Evaluation criterion: The lowest price pursuant to Paragraph 76 (2)(a) of the Public Procurement Act. According to Paragraph 76 (5), the goods subject to procurement must meet specifically defined quality and technical requirements, and the selection of the economically most advantageous offer in this case serves solely the evaluation of the lowest price, not additional quality characteristics. The performance deadline is 120 calendar days. The winning bidder is entitled to perform ahead of schedule. The winning bidder is entitled to fulfill the ahead of schedule in up to 2 instalments, but the two-part fulfillment must not exceed 120 calendar days. The contract is not extendable.
