I. Objective
In order to prepare political decisions conceptually and to implement key areas of action, the Federal Ministry of Labour and Social Affairs relies on scientific expertise. In principle, there may be a need for short-term scientific expertise in all subject areas that fall within the competence of the Federal Ministry of Labour and Social Affairs. The fundamental perspective of the development of social security systems, the financing of the welfare state and the future development of work includes, for example, (brief) expert opinions on labour market and social policy (also with reference to Europe or in a cross-country perspective), in particular with regard to securing skilled workers, qualification and working conditions as well as income and wealth distribution, retirement provision and old-age security. Other topics may include the transformation of the working society through digitalization and artificial intelligence and/or the socially acceptable design of policies in the ecological and digital transformation. There is also a need for expertise on related topics, such as macroeconomic or social developments.

II. Tasks
If necessary, the contractor should make his/her scientific expertise available at short notice. As a rule, short scientific experts should be commissioned with a processing time of up to 12 weeks. They are intended to review the state of scientific knowledge on a defined topic and to include findings from the analysis of secondary data or data from primary surveys of a limited scope. In order to work on complex topics, more comprehensive expertise with a processing time of up to 12 months is also required. These include a broader or more in-depth examination of the respective question, which may also require more extensive primary data collection and the use of sophisticated qualitative or quantitative analysis methods. In the case of very short-term requirements, ad-hoc analyses and searches may have to be carried out in individual cases with a processing time of 1-2 days.

Every quarter - starting from 12/2024 - a research monitor is to be prepared for the Federal Ministry of Labour and Social Affairs. The Research Monitor is intended to provide targeted and compact information on scientific developments in the subject areas of the Federal Ministry of Labour and Social Affairs.

If necessary, expert discussions with scientists (e.g. expert workshops) on the topics mentioned in Section I should also be prepared, moderated and/or documented by the Contractor.

Furthermore, as a rule, the contractor should participate in coordination rounds with the Federal Ministry of Labour and Social Affairs on a monthly basis via video conference.

III. Requirements
Depending on the interest of the Federal Ministry of Labour and Social Affairs, different professional perspectives (economic, social, political and administrative sciences, and/or, more rarely, law) may be in the foreground. It is expected that the contractor will cover the following disciplines / topics in particular:

 Economics, including in particular labour economics
 Sociology, with a focus on work/industrial sociology and social structure analysis
 Political Science, with a focus on labour market and social policy
 Interdisciplinary Transformative Sustainability Research
 Labour / Social Law
