Description:
The Clinics of the City of Cologne gGmbH seeks to implement software for digitizing patient information, consent, and document signatures, transitioning from a paper-based system to a digital format that integrates with existing IT infrastructure.

The Clinics of the City of Cologne gGmbH (hereinafter AG) intends to procure software for the comprehensive implementation and commissioning of a digital patient information, consent, and document signature as part of this procurement procedure.

Currently, all patient information and consent are predominantly paper-based. Documents are printed out for each patient, completed and signed by the patient or the doctor, and then stored as a scan in the archive system (Pegasos). After the project ends, the information and consent of the patient should be largely digitized by the medical service, allowing the automated transfer of relevant patient demographic and medical history data from the patient portal and/or the KIS.

It is pointed out that the services subject to this procedure are financed from the Hospital Future Fund (KHZF), which is refinanced by the European Union's Recovery and Resilience Facility (ARF). Therefore, the procurement of the relevant services is also subject to the applicable grant law conditions.
Due to this, certain mandatory requirements of the corresponding cost item 2 must be fulfilled in order to achieve funding eligibility.

Beyond the initial fixed term, the AG has the option to extend the contract twice. They can unilaterally declare in writing to extend the contract term by one year each time, i.e., to a maximum total contract duration of 5 years.

The contractor (hereinafter AN) shall be commissioned according to the tender documents, including the (partially) functional specifications, with the comprehensive implementation and commissioning of software for digital patient information and consent that is ready for acceptance, meaning essentially defect-free, and compatible with the current IT landscape.
In this regard, all necessary services must be provided according to the specifications, from project planning and implementation to installation and operation, as well as support and service.
