The City of Osnabrück intends to create a sustainable urban mobility plan (NUMPOS), which will serve as the basis for the contractor's transport planning in the coming years.

In a preliminary analysis phase, the mobility situation for all transport modes will be recorded and evaluated in terms of opportunities and challenges. As a result, long-term strategies for transport and mobility planning will be developed, taking into account various future scenarios and development paths, and presented in a transport model. Involving the public, both the strategic direction and the vision and goals of future transport and mobility planning will be formulated. Finally, it is planned to identify cross-cutting themes and measures for transport modes that contribute to achieving the overarching vision. The selected measures will be incorporated into an implementation plan for the next 10 to 15 years, which outlines the temporal prioritization and connects with indicators for success monitoring. The NUMPOS will be established in accordance with the guidelines for sustainable urban mobility plans (SUMP) of the EU Commission.
