The subject of this public procurement is the delivery of selected components to fulfill the client's objectives, while this procurement documentation governs the delivery of selected components only for the Plzeň Region – thus for the regional education centers of the Office of Labor of the Czech Republic – the regional branch in Plzeň. Based on the principles of establishment, implementation, sustainability, and permanent existence of (regional) educational centers, it is necessary to purchase appropriate, modern, and technical (computer) equipment, not specified for usual and administrative activities, but rather for interactive and online connections, for appropriate work with graphic programs and for adequate (not technologically cutting-edge, yet proportionately suitable) hardware equipment, through which the client will be able to provide and ensure appropriate services such as continuous transmission of audiovisual messages to the end user, processing and production of spots, video programs, and their broadcasting including editing.
The client will initiate a total of 14 procurement procedures for the individual regional branches of the Office of Labor of the Czech Republic, with each of these procedures being divided into further parts according to categories of components. The main objective of the client is to ensure mutual technical compatibility of the same categories of components among all regional educational centers across various regions. This is related to the client's requirement for open-source software for individual components where such a solution is relevant.
a) The fulfillment will also include comprehensive training of 4 hours provided once at the place of fulfillment. The client requires that the content of the training, in particular (note: the content of the training may differ depending on which part of the public procurement the supplier submits an offer for):
- working with cameras, audio technology, recording and online transmissions.
- management of the video conferencing system – switching shots, managing microphones and involving participants.
- administration of the WiFi network – managing SSID, VLAN, access control, QoS.
- diagnosing and resolving common issues – troubleshooting, restarting systems, managing user accounts.
- delivery of manuals in the Czech language – each training participant will receive detailed user manuals for all installed devices in the Czech language. The manuals will include:
o a detailed description of the functions and operation of the systems,
o procedures for basic maintenance and troubleshooting,
o technical documentation and support contacts.
b) The client requires that selected suppliers of individual parts of the public procurement ensure the complete installation and operation of the technological equipment, including SW connections for all 76 educational centers, i.e., 14 regional educational centers and 62 district centers (IPVS). The supplier will ensure the complete assembly and connection of all components in accordance with the client's methodology, ensuring full compatibility of all devices and their appropriate functionality for educational purposes, training, and retraining.
The specific requirements of the client for installation are as follows:
- Equipment for interactive education, online transmissions, and hybrid forms of teaching, enabling the connection of the educational centers,
- Video conferencing system – including cameras with 360° capture, spatial microphones, and sound equipment,
- WiFi router with 5G support – ensuring high-quality connectivity with at least WiFi 6 (AX1800) and 1x GbE WAN/LAN port,
- Installation cabling – connecting all devices including organization and securing of cables,
- Interactive audiovisual connection between educational centers – online transmissions of training, recording and sharing of educational materials.
c) The subject of fulfillment for relevant parts according to the minimum requirements of the technical specifications will also include the installation of installation cabling and network infrastructure to the extent required for individual products. The installation of installation cabling should primarily include:
- delivery and installation of cabling for all devices,
- connecting all network elements to the electrical network and data infrastructure,
- organizing and securing cables including installation of cable organizers and channels,
- testing and verifying connections,
- providing documentation on the actual state including at least:
o a list and types of cabling used (type, length, number of pieces, connection specification).
o a map and diagram of device connections indicating cable routes.
o configuration details for the network infrastructure.
o a handover protocol confirming the correctness of the installation.
