General Planning and Traffic Network Studies.
The city of Tampere's procurement services is tendering general planning and traffic network studies related to traffic planning on behalf of the urban environment service area of the city of Tampere for the contract period from 18.8.2025 to 17.8.2027 + a possible two (2) year option period. The subject of the procurement includes planning and consulting services related to traffic plans, as well as planning related to traffic safety as a framework agreement according to the tender request and its annexes.

General planning includes planning at the level of street and other public area traffic solutions, focusing on defining traffic dimensions and the design of space allocation for different modes of transport. The traffic network studies cover a broader area than an individual street and specify traffic planning for the network of routes / public areas defined in each assignment. Traffic network studies may also include assessments of traffic functionality. Significant components related to general planning and traffic network studies include the planning of bicycle traffic, parking, and traffic management. The assignment may also focus solely on the aforementioned themes. The assignments may also include the preparation of design guidelines and development strategies.

Maintenance and Development of Traffic Models.
The city of Tampere's procurement services is tendering the maintenance and development of traffic models on behalf of the urban environment service area of the city of Tampere. Additionally, separate assignments for traffic simulations and forecasts can be ordered from the framework agreement for the maintenance and development area of traffic models. The contract period is from 18.8.2025 to 17.8.2027 + a possible two (2) year option period.

The subject of the procurement includes planning and consulting services related to traffic planning as a framework agreement according to the tender request and its annexes.

The aim of the maintenance and development of traffic models is to sustain and improve the traffic models developed for the Tampere urban region. Currently, the regional TALLI model (developed using EMME software) as well as the more detailed Dynameq model primarily covering the Tampere city center are in use.

The assignments under the framework agreement relate to, among others:
- Development and maintenance of the Tampere urban region traffic model (TALLI) (in cooperation with the Pirkanmaa regional council and the Pirkanmaa ELY center)
- Development and maintenance of the traffic model for the Tampere city center
- Assessment of the functionality of temporary traffic arrangements required for construction of the tram or similar
- Support for planning traffic arrangements required for land use development and impact assessments
- Support for the development of the traffic system and impact assessments.
