The Technical University of Dresden (TU Dresden) is striving for an innovative partnership in the field of artificial intelligence and in particular for the use of Large Language Models (LLM).

The Technical University of Dresden (TU Dresden) is striving for an innovative partnership in the field of artificial intelligence and in particular for the use of Large Language Models (LLM). The aim of the partnership is to determine the legal and technical framework and, above all, the use and innovation potentials at TU Dresden and in the academic context in order to assess the requirements for long-term use. The partnership is intended to become a joint lighthouse project for the use of artificial intelligence in the academic environment. Therefore, cooperation with industry is planned. A contractually regulated industrial partnership is intended as the basis for the cooperation. The award is made in a competitive dialogue with a preceding participation competition. The aim is to achieve a high-quality, accepted and economical introduction of LLM-based artificial intelligence methods for the academic sector. In addition to ensuring the quality of the technology to be used and its availability, advice on optimising its use for academic operations and on scenarios for data protection-compliant use is also desired. The following functionalities are required for the start of the partnership with the technology: - Typical functions for language generation (chat, text generation and text revision/translation) - Literature search / idea generation / development of scientific topics with reference to sources - Processing of multi-level questions (solution of text-based problems, mathematical or scientific calculations or generation of code from the description of a problem) - Programming / Code improvement / code review - image generation - possibility of use via an Application Programming Interface (API) for function calls and tool use to enable integration into applications of the TU Dresden. - Accessibility: Ideally BITV 2.0 or similar - Connection to the Single Sign-On of the TU Dresden (Shibboleth) As part of the partnership, further optimization is to take place. To this end, for example: - The collection of feedback (communities of practice) - Collection of user statistics (average usage, number of entries per person, changes in usage over time, typical users/target groups) - Determine best practices for communication, establishment and efficient use of an AI tool - Identify use cases for technically advanced projects that use RAG or an API for the LLM service - Clarification data protection requirements and concerns are addressed in the course of the consultation. A framework agreement with a term of four years is planned for this purpose. The maximum call-up for services from this partnership is 250,000 euros net. A minimum call-off is not assured. In summary, the contract should essentially include the following elements in relation to both phases: - Initial equipping of TU Dresden with AI/Large Language Model (LLM) - If necessary: successive replacement and/or replacement procurement of the necessary hardware within the contract period; - Implementation of necessary updates and integration of innovative systems ("lighthouse projects"); - Consulting and implementation of innovative technologies at the current state of the art - Comprehensive cooperative support in close connection to the respective competence and specialist areas, including coordination and logistical implementation on site with the associated support services (including monitoring, documentation, training).
