The Republic of Ecuador has received a loan from the World Bank to finance the "Emergency Resilient Reconstruction Project", and part of the proceeds of that loan will be used to hire consulting services.

The objective of this consultancy is to assist the Coordination of the EIP, in the pre-contractual, contractual, execution and completion stages of Component 1 activities, through the coordination and development of geotechnical studies, both for the design of pavement structures, slopes, fills, characterization of material sources, through application methodologies, with the purpose of obtaining adequate technical studies for the implementation of transport infrastructure works. At the same time, coordination must be carried out with the EIP technicians, technicians from the MTOP directorates, and other actors related to the execution of the Loan Agreement; In addition to all the assigned activities, the technical processes of monitoring and control of the process of compliance with the indicators and guidelines agreed by the MTOP and the Bank, and others required by the team, will be developed. The consultant will be under the supervision of the EIP Coordinator and will coordinate his/her work with the National Directorate of Transport Infrastructure Studies.

The Ministry of Transport and Public Works invites interested professionals to express their interest in the above-mentioned consultancy. Interested parties will be required to provide information demonstrating that they have the required qualifications and relevant experience to carry out the consultancy.

The criteria for selection are as follows:

Academic Level:
Academic Degree in Civil Engineering, with a specialty or fourth-level degree in Geotechnics.

General Experience:
Accredit at least 10 years of professional experience in Transport Infrastructure projects from the issuance of the first university degree.

Specific Experience:
Minimum experience of 5 years at the service of State or private entities in the performance of geotechnical studies for transport infrastructure works including roads, ports and airports (soil mechanics, foundations, material sources, slopes, fills, pavement design), and monitoring of quality control of materials of transport infrastructure works.
Experience in the formulation of projects with financing from International Technical Cooperation.
Management of software for the design of pavements, slopes and foundations.

A consultant will be selected in accordance with the procedure set forth in the World Bank's Procurement Regulations for Borrowers in Investment Projects, published in July 2016, revised in November 2017, August 2018 and November 2020, specifically in paragraphs 7.36 and 7.37 "Open and Competitive Selection of Individual Consultants".

Professionals interested in participating should send their expressions of interest accompanied by a letter specifying the position and reference number of the process for which they are applying, along with their updated resume containing the qualifications to perform the aforementioned work, and a copy of the degrees and diplomas obtained.
