The aim is to meet the needs of studies to understand the challenges of travel at the scale of the Metropolis and its living areas and to define the mobility functionalities in urban development and public space projects.
To this end, in order to take into account a coordinated and coherent organisation of travel over medium and long-term horizons, the Métropole de Lyon wishes to use service providers specialised in all components of the field of mobility, capable of supporting it both on local issues (for example: multimodal organisation of travel at the scale of a given perimeter, mobility impacts of the implementation of major structuring projects, evaluation of plans and programmes), as well as on the identification of broader phenomena that can lead to a change in mobility behaviour, and this for all modes of transport.
These studies may cover, on the one hand, different territories of the Metropolis and its living areas and, on the other hand, all the phases of development and evaluation relating to a project: inventories, design, project, analyses of the existing and projected situation, proposals, etc.
Framework agreement comprising 5 lots

LOT-0001

1 METROPOLIS.
The services of Lot 1 which focus on the metropolitan scale relate to:
-Analysis of mobility practices
- Carrying out quantitative and qualitative surveys on the scale of the Metropolis
-Development of thematic strategies
-Carrying out multimodal studies with a metropolitan scope
- Development of planning documents and pre-operational strategies, including the local mobility plan (PLM) introduced by the mobility orientation law
- Mobility studies in connection with urban structuring roads
- Evaluation of projects, in particular those in favour of active modes: Lyon roads, 30-city centres, super-blocks
- Observation and prospective approaches on mobility behaviours
- Technical coordination of territorialized services developed by the holders of lots 2 to 5 on an ad hoc basis on specific subjects
-Participation in consultation processes

2 QUADRANT CENTER.
The services of lot 2 which concern the Centre sector (Lyon and Villeurbanne) relate to:
The development of documents for the sectoral organization of travel, quality technical and educational files,
Presentation of the results to the various partners,
Contributing to the proper integration of mobility issues into development and public space projects, through the study of the impacts of urban planning on travel of all modes
Contribution to specific missions, expertise, advice, and to bring to the attention of the issues and actions initiated by the project owner,
Leading co-construction processes with elected officials or technicians within the Metropolis or with external partners (Municipalities, regional districts, Sytral Mobilités, State,...)
Participation in consultation and cooperation processes with these same partners through the facilitation and coordination of working groups or specific meetings,
The realization of quantitative or qualitative surveys at different scales in order to improve knowledge of travel practices in the central territory.
