The client is launching a two-year pilot project in Hamburg-Bergedorf to establish a teleoperated car sharing service, aiming to enhance public transport through innovative technology and evaluate its integration into existing mobility offerings.

The client aims to continuously improve the transport services in the mobility sector for the citizens of the Free and Hanseatic City of Hamburg. To this end, the client is also exploring new avenues and is open to new technologies. One such new technology is teleoperated driving, which means remotely steering vehicles in road traffic without a real person controlling the vehicle inside. The client sees great potential in this technology with various areas of application. Teleoperated driving can particularly serve as a groundbreaking bridging technology towards fully autonomous vehicles. Therefore, the client aims to conduct a two-year pilot project in the Hamburg district of Bergedorf to experiment with teleoperated driving. In order to improve the mobility offerings for citizens in Bergedorf, the teleoperated driving will be implemented in the form of a teleoperated car sharing service. The client hopes to gain insights into how teleoperated driving as a technology can be integrated into public transport and how the public transport services can be expanded and improved. The teleoperated car sharing is initially to be limited to the Lohbrügge district (Operational Area 1) and will be expanded over the course of the pilot project to include the entire district of Bergedorf and the Vier- and Marschlande (Operational Area 2). The pilot project is designed for two years. In the first year, the teleoperated car sharing will be established and set up in Hamburg-Bergedorf, specifically, the fleet of simultaneously operated tele vehicles is to be increased to 15 units. Additionally, the car sharing is to be operated and made available to citizens in this first year. The second year shall then be dedicated solely to the operation of the teleoperated car sharing. If the pilot project is successful, the operator of the teleoperated car sharing will be given the opportunity to continue the teleoperated car sharing independently.

With this tender, the client awards the contract for the establishment and operation of a teleoperated car sharing in Hamburg-Bergedorf. The scope of work is limited to two years. The services include in particular: - the establishment of the teleoperated car sharing in the first year - the creation of teleworking stations - the establishment of a fleet of 15 simultaneously operated tele vehicles - obtaining the necessary approvals for the tele vehicles - operating the teleoperated car sharing - setting up digital booking and payment options for users - evaluating the usage, potential uses, strengths and weaknesses of teleoperated car sharing and providing the evaluations to the client
