The City of Regensburg, as the contracting authority, plans to enter into a contract based on this tender for the design, development, commissioning, and support of a map-based open-source solution for energy renovation simulation for buildings for the project "Digital Energy Twin".
The project aims to create an easily accessible incentive to engage with the energy renovation of one's own property. Property owners will be offered the opportunity to identify ecological as well as economic potentials of individual measures without specialist knowledge. Furthermore, the renovation tool of the City of Regensburg should provide a more detailed data basis for continuing heat planning according to the Heat Planning Act.
The implementation of the project will take place within the funding framework of "Model Projects Smart Cities: Urban Development and Digitization" of the BMWSB (https://www.smart-city-dialog.de) and is subject to the funding guidelines, including the requirement for an open-source mandate. Technical solutions must be implemented strictly as open-source systems, and the source code must be published. All processed data must be provided via standardized, open interfaces, ensuring compatibility and interoperability with existing data infrastructures, particularly an urban data platform (UDP) based on CIVITAS/CORE (https://www.civitasconnect.digital/civitas-core/).

This requires agile project management in close collaboration with the contracting authority, with at least the following phases:
The final release of the required technical solutions must be completed within a maximum of 9 months after the project start. Following the final release, a seamless transition into operation must be ensured.
A detailed description of the subject of the contract can be found in the further award documents, particularly in the document "05_R_Energ_Leistungsbeschreibung". This performance description is referred to at this point.
The contract includes conceptual solutions and cannot therefore be awarded without prior negotiations due to the specific circumstances described, which are associated with the nature, complexity, or the legal or financial framework, as well as the risks described above. For this reason, the contracting authority is conducting a negotiation procedure with a participation competition.
The measure funded by the Federal Ministry of Housing, Urban Development and Building is subject to strict implementation schedules of the funding framework for model projects in smart cities. To comply with these schedules and meet the relevant funding conditions, the first phase of implementation (design) of the project must be completed by the end of 2025. Given the legal and administrative internal process requirements, longer deadlines would lead to corresponding delays and massively jeopardize the further progress of the project.
Thus, there is a sufficiently substantiated urgency to justify a reduction of the deadline for participation applications to 15 days, calculated from the day after the dispatch of the contract notice (§ 17 Abs. 3 VgV).
Furthermore, comprehensive preliminary work and information are already available for the project, from which applicants can benefit for their submissions.
For participation applications, only the submission of two reference projects and corresponding employee qualifications based on the standardized self-declaration "02_R_Energ_Eigenerklärung_TNW" is required. Evidence, concepts, or similar will not be required from applicants at this stage, but only in the negotiation phase from the selected bidders.
